
SDE Stakeholder Analysis
The Innovation Design Service (IDS), delivered by HI NENC, worked with the NENC Secure Data Environment (NENC SDE) to deliver a session at a critical point in the SDE development. The NENC SDE engaged with the IDS to better understand the needs of the region, in order for the SDE to be a successful and sustainable initiative. Elements of the IDS session were also used to inform the SDE Business Case for the 2025/26 Financial Year. IDS brought together NHS Trusts, industry, academia and research for a full day’s facilitated IDS session, taking participants through rapid design and discovery toolkits to gather intelligence from these key stakeholders. The toolkits and discussion on the day provided NENC SDE with an understanding of what a successful SDE looks like, challenging any assumptions and identifying gaps in proposed future development. This was further supported with information gathered through surveys sent out prior to the session and one to one meetings on the day.
All the outputs, including a detailed analytical report of the day’s findings was provided to the NENC SDE to input into their future development plans.

The IDS team played a crucial role in the seamless design and execution of the day, demonstrating both efficiency and precision. Their support enabled us to maximise engagement with attendees, allowing the SDE team to gather valuable insights that directly contributed to key aspects of the business case. Additionally, the outcomes of the day helped uncover new opportunities beyond the initial scope, providing further avenues for the SDE team to explore. The post-event summary report was also highly informative, offering a clear and comprehensive overview of the day's key takeaways.
The NENC Secure Data Environment (NENC SDE) wanted to ensure a sustainable future for the NENC SDE and gather information to support the development of a business case. Doing so required an assessment of demand, understanding the needs of key stakeholder within the region, challenging assumed value propositions and testing out any planned future developments.
Due to tight timescales, NENC SDE needed to gather this information quickly and efficiently.
The IDS team worked with the NENC SDE team to design and deliver a project to meet objectives. This encompassed a survey, 1:1 interviews and a full day’s facilitated IDS session. The session brought together key stakeholders from across industry, NHS trusts, academia and research to work through what a successful SDE looked like for them and assessing demand. The end result was a completed business model canvas for each stakeholder group, along with a detailed report providing analysis of need gathered from activities completed on the day, and the outputs from surveys and 1:1 interviews.
The IDS team worked with NENC SDE to understand their objectives so that the overall project had this in mind to maximise success. It was recommended that a full day’s IDS session took place which was attended by all key stakeholders, with presentations from the NENC SDE team to set the scene. To maximise the time available, pre session surveys were sent out to stakeholders to ask about what they needed from an SDE and any projects undertaken which could have used an SDE and how.
On the day, attendees worked through a facilitated IDS session to identify what a successful SDE looked like for them, any barriers or drivers to an SDE, and how they would access or use an SDE to benefit their projects. This enabled the SDE team to gather insight into their stakeholder needs, understanding any gaps in development and barriers they would need to overcome.
The stakeholder groups then worked through value propositions specific to their area of specialism, identifying pains and gains and how an SDE could be designed to overcome them.
This intel was applied to an IDS Business Model Canvas toolkit by the SDE team and IDS facilitators to begin to build an idea of what the SDE business model would look like for each stakeholder group. The remaining time was used to work with the stakeholder groups to fill in any gaps and discuss further the elements which built the business model canvas.
One to one meetings were carried out with stakeholders by the SDE team to work through survey outcomes and ask further questions, giving stakeholders the opportunity to provide direct feedback to the team.
The intelligence gathered on the day was later documented and analysed by the IDS team, with Business Model Canvases produced for each stakeholder group. Along with all the outputs, IDS provided an in-depth analytical report which SDE have been able to use for their future strategic plans and business planning to ensure sustainability for the future.
The rapid nature of the IDS session gathered a wealth of information from stakeholders in a short space of time. Participants were asked to contribute as individuals as well as from an organisation perspective, ensuring responses were gathered from different perspectives.
The session benefitted stakeholders by allowing them to see how the SDE would benefit them and their projects and to directly influence future development.
The IDS service is wholly owned and operated by HI NENC. All aspects are managed by the HI NENC team from planning, through to managing the process, facilitation and reporting.
IDS will remain in contact with the NENC SDE team to monitor outcomes from the IDS project and any progress, identifying future opportunities for further support.
